@Vonkiedool56 Yes. I think IO should've kept them and released unlockable pack that unlocks everything. Elusive Targets are a great example of missing content for new players with Ghost mode outfit.

@Igordj28 There is a mod for Hitman 3 on Nexus Mods named "Elusive Target Suits" which replaces the signiture suit with an elusive target's suit from Hitman 2016, but yeah IOI is full of s**t. I'm really stressing about Project 007.
