The Agency Technician is found in the "Burnwood Family Tomb" segment of Absolution, in the central area of the mission, seen speaking to Jade Nguyen.
It can also be found on a crate towards the rear of the level. Please note that if you use the disguise found on the crate, the Agency Technician by the cemetery plot is able to recognize you.
