The Auction Staff outfit is worn by the waiting staff working at the IAGO auction on the upper floors of the Palais de Walewska on the mission, The Showstopper. It consists of a waistcoat, slacks and bowtie. Not to be confused with Palace Staff.
The auction staff will be spread out along the second and third floors of the palace. Obtaining this disguise allows you to move up to the IAGO auction floor without trespassing. Few NPCs are able to see through this disguise, making it quite useful. Since it is a food-service outfit, you will be able to also poison food and/or drinks without arousing suspicion. Most of the palace are legally accessible in this outfit, but not the security rooms, the runway, boat harbor, catwalk, attic storage area used by security, area around the helicopter, and Dalia's personal suite.
The easiest way to obtain this is to head to the second floor, in the center room adjacent to the area where some staff are preparing food. There will be a lone auction staff member in this library-like area on his phone. Close all surrounding doors, pacify him, and take his disguise. Nobody enters this room so you don't even have to hide the body.
