Blue Lotus Emissary, a.k.a Blue Lotus Negotiator, was a high-ranking position within the Blue Lotus Triad. Individuals who held this title were responsible for preventing a gang war through means of calm negotiation. 47 had to eliminate all of the Blue Lotus emissaries.

A Blue Lotus Negotiator first appears in Kowloon Triads in Gang War, the second mission of the entire series, and while not listed as an objective, he must remain alive. In the Contracts remake Slaying a Dragon, he is a VIP and marked as an objective.

In Ambush at the Wang Fou Restaurant and the Contracts remake The Wang Fou Incident, a Blue Lotus Emissary is one of many targets to be eliminated.

In the next mission, The Massacre at Cheung Chau Fish Restaurant, one appears, but is neither marked as a target or a VIP. In the Contracts remake The Seafood Massacre however, the Blue Lotus Negotiator is a target and must be assassinated as well.

While nothing is said about them in Hitman: Codename 47, in Hitman: Contracts it is speculated that the first negotiator is the leader of the Blue Lotus triad.

According to his biography from the mission briefing 'Kowloon Triads in Gang War' in Codename 47, he is 5'8" /1.73 m) tall, weighs 185 lbs (85 kg) and is 58 years old.
