"Brendan Conner has roots back to the pre-internet age of phreakers. He cut his teeth with phone fraud and never looked back. Now he lives on the dark net, trading identities and selling his services as a cyber-criminal to the highest bidder. ICA information and recent traffic intercepts indicate that he is currently working with high-ranking members of the Chinese government, as the internal power struggles of that labyrinthine organization grind up possible rivals and threats."

Brendan Conner can be found hanging out with Nicolette the Sanguine's bar in the palace. He will be escorted by Nicolette throughout his visit, only until he is about to enter the auction area.
After that, Brendan will be watching the ongoing IAGO auction from time to time, and will smoke outside the auction's balcony. He will eventually go back downstairs to meet Nicolette, and will activate a special dialogue with her outside the terrace.
He also drops an IAGO Invitation whenever he is pacified or killed.

- The client for this assassination is most likely the Chinese government.
- Despite being a billionaire, Brendan continues to take high-risk jobs that could incriminate him and doesn't spend enough time covering his tracks. He's also extremely hedonistic, paying $5000 for a model, Nicolette, to escort him instead of a bodyguard.
- If Nicolette is killed in front of him, he will lament that she was the highlight of his night.
