Carl Ingram was the patriarch of the Ingram Family, and one of the Partners of Providence.

He is one of the three overarching antagonists of the Hitman series & World of Assassination trilogy, being one of the three main antagonists in HITMAN™ 2 and one of the four secondary antagonists in HITMAN™ III. He is one of the two targets in the HITMAN™ III mission On Top of the World.

Background[]


The Ingram family is of Scandinavian origin.

Their earliest known ancestors were blacksmiths in Norway but in the early 19th century, they migrated to America and became cattle ranchers. They eventually made a fortune selling gunpowder during the American Civil war and later established an empire in oil, coal, and steel.

By the 20th century, the Ingrams had become one of the world’s biggest fossil energy providers and began expanding their business empire into fields such as agriculture, pharmaceuticals, and consumer goods. In fact, some of the family’s biggest sources of revenue come from the Thwack beverage company and a global empire of chain stores.

Key Providence assets such as Hamsun Oil, Blue Seed Agriculture, and the Pax Mundus Foundation (geo-political think tank) are all largely controlled by the Ingram family. However, it is their political clout—a benefit of controlling the vital oil and coal markets - that makes them truly powerful.

The Ingrams are responsible for most of the Providence operatives positioned in governments and state institutions around the world, including senators, cabinet secretaries, generals and even a high-ranking papal advisor, and they enjoy a close relationship to Middle Eastern and Latin American power players such as the Al-Ghazali family in Saudi Arabia and the Moreno drug cartel in Mexico.

Carl Ingram (66) is the current head of the family and the second-most senior Providence Partner.

Carl is brash, direct and a cowboy at heart. Despite their immense wealth and privilege, the family has always cultivated a Protestant work ethic and Carl feels most at home at his Kansas ranch or touring his oil fields which, incidentally, is also where he brings his business partners and political acolytes to size them up.

Carl is a lion of a man with a quiet air of dominance and a steel handshake. He is also highly intelligent, perceptive and an astute judge of character.

As a youth, Carl enlisted in the army and completed a tour of duty in Vietnam shortly before the fall of Saigon. Returning home to finish his studies, Carl decided that while the logic behind the Domino Theory had been sound, military campaigns were archaic and ineffective. Wars should be fought, not with boots on the ground, but through the dual channels of Machiavellian tradecraft and the slow power of corporate influence.

Carl studied military intelligence and became a foreign policy advisor to the White House by the tender age of 32. When by 40, he inherited control of the Ingram estate from his father Douglas, Carl had both the political savvy and the corporate muscle to set himself up as a behind-the-scenes "kingmaker" whose endorsement is guaranteed to make or break campaigns and, indeed, careers - on both sides of the political divide. And yet Carl, by family name, remains virtually unknown to the general public, always preferring the subtle back-room machinations over the spectacle and limelight. He finally replaced his father Douglas as Providence Partner in 1994.

Carl Ingram comes across as a libertarian, but in truth his pragmatism transcends political boxes. He views himself - and Providence - as the vanguard of global stability and status quo and this balancing act requires a highly flexible mind. For instance, Carl has spent billions undermining the climate agenda, while simultaneously investing heavily in climate change counter-measures. However, this is all for the good of society. Carl believes that only the steady hand of Providence can lead the world into a more sustainable age without the otherwise inevitable descent into disruption, upheaval and revolution.

Carl was married twice, with two sons from his first marriage and an adopted son from his second. None of his heirs know about Providence yet but Carl leans towards appointing his adopted son, whom he sees as having the greatest potential, as his successor. Unsentimental and a staunch meritocrat, Carl takes his power very seriously but is unapologetic about it, believing that only the capable has a right and duty to rule and that, to the best and brightest, power and leadership is no privilege. It is an obligation.

However, like his associate Marcus Stuyvesant, Carl's pride has blinded him to the threat of Arthur Edwards and now it may be too late to pass on the torch.

HITMAN™ 2[]

Around 2020, he and the other Partners conferred with Arthur Edwards regarding a recent string of public acts of terror against Providence operatives and assets at the hands of mercenary Lucas Grey. Though Ingram was initially unconvinced of Grey's work, he eventually recognized the threat he posed.

Following Edwards' kidnapping from the Isle of Sgàil, the Connecticut News-Times reported in a fake obituary that on May 24, at age 62, he had died of heart failure as a result of pulmonary disease. In reality, Ingram and the other Partners had all faked their deaths to avoid the same fate as their operatives now that their Constant had been compromised. He would eventually use Haven's services to "wipe" his identity.

HITMAN™ III[]

Having been relocated to Dubai thanks to Haven, Ingram and his cohorts would lay low in the city's Burj Al-Ghazali skyscraper. Some time after November 13, however, Agent 47 assassinated Ingram, along with Stuyvesant, at the building's commemoration.

  • Carl Ingram's Kansas roots, career in the energy industry and libertarian political bent are likely based on David and Charles Koch.
  • The Ingram family made their first fortune selling gunpowder during the American Civil War (1861-1865) and later became one of the world's largest suppliers of oil, coal and steel (their companies include Level Coal Inc., Min-Coal, UWOAB Steel Group and the 3rd largest oil company in the United States, Socoil SA).
  • In the mission The Showstopper, Dalia Margolis will ask her secretary about surveillance photos of "Prime Minister Ingram". It is unknown if Carl Ingram is related to this person, but it is unlikely as there are no prime ministers in the United States.
  • If held at gunpoint, Ingram will assume 47 was sent by Edwards to kill him. He has this in common with Marcus Stuyvesant, but whereas Marcus will offer money in exchange for his life, Ingram will either ask 47 to kill him quickly, or to tell Edwards "I will be waiting for him in Hell".
  • During the Bird of Prey opportunity in On Top of the World, he mentions that he once worked with terrorist organization Crystal Dawn “in Morocco,” he believes-—a reference or callback to their alleged activities during the events of A Gilded Cage that were intended to help enable Providence’s coup d'état (on his and the Partners’ orders).
  • Ingram is easily irritated by loud noise, and has instructed the service staff to keep noise to a minimum. This fact can be used by the player to manipulate his routine.
  • Carl carries a Dictaphone, which cannot be picked up by the player, but can sometimes be seen highlighted in yellow when using instinct mode as if it could be picked up. This May be due to it being a reused asset from The Stowaway Elusive Target.
  • Carl uses his Dictaphone to record voice notes to his 'heir' to the Partners, who is unknown.
    • Among the recordings is a story about a person called Jeffrey, who came from a middle-class background yet earned several scholarships from college before working in the public sector. Judging by their similar backstories, Jeffrey is most likely intended to be a jab at Arthur Edwards.
  • Ingram is rather arrogant, and when watching the people on the floors below him he compares them to ants during his monologue.
  • His voice actor, Kerry Shale, also voiced Otto Wolfgang Ort-Meyer in Hitman: Codename 47.
