Richard M. Foreman (also known as "The Chameleon") is an Elusive Target in HITMAN™. He appeared in the mission Freedom Fighters.

Richard M. Foreman is a very successful master of disguise, a con man, and an actor. Most recently, he impersonated Dutch billionaire Charles Vanderblathe for nearly a month. He is currently wearing a USAF service dress uniform, which is worn by senior officers, in preparation for an upcoming militia operation.
During this time, he attended two annual shareholder meetings and hosted a reception at the Vanderblathe estate in New England. He also embezzled nearly $100 million from family accounts before disappearing, leaving the family facing insider trading charges and a tangle of complicated laws expected to last for years, which makes him very sneaky.
Richard is also known to be taking part in a secret operation, named Operation Highball, which seems to be about him impersonating an Air Force general named Robert James Cobb to steal nuclear weapons from an unknown base. The operation is alluded to by two NPCs near the water tower during Freedom Fighters, in which Foreman was to lead them into Ellsworth Air Force base in South Dakota.

- Richard M. Foreman is the first elusive target with a kill condition attached. He must be killed in a non-explosive accident.
- Eliminating Richard with poison and drowning also counts as a non-explosion accident.
- If 47 gets rid of the hacker who is helping him in impersonating the general, Richard will go to the balcony to smoke a cigarette, providing an opportunity to push him.
- Despite being American-born, Richard speaks with an English accent.
- Despite his reported penchant for disguise, he is never shown in actually impersonating anyone else within the mission, and has the same in-game appearance just as he does in the briefing.
