Dubai Cornelia

Cornelia Stuyvesant is Marcus Stuyvesant’s only child, in charge of the family’s art foundation. She is located in the Black Gold Bar’s VIP section with visual artist, Lucy Philips, who will not stop trying to sycophantically comfort Cornelia. Cornelia genuinely believed her father was dead - if Marcus is given the opportunity to reunite with her, she is relieved that he is still alive but grows steadily more upset that he lied to her. Marcus tries to explain Providence’s existence and predicament to her, and urges her to agree to succeed him as a Providence Partner, but she is so shocked by the situation that she refuses. She also appears in the Dartmoor Garden show as a judge, and can be a potential target that the player must eliminate.

Zana

Zana Kazem, also known as "The Vulture", is a Crystal Dawn agent. Lucas Grey considered hiring him, but chose Wazir Kale instead. He is now tasked by Ingram to get rid of Hans Lucht, a freelance journalist who is nosing around in the lobby. Once this is accomplished, Ingram's next request of Kazem is to kill Arthur Edwards. Kazem's disguise can be worn, which can provide 47 the opportunity of killing Ingram. He carries a Hackl 9S Covert, a Folding Knife and a Lethal Poison Pill Jar. Prideful, he refused to be searched before his appointment with Ingram, and is currently skulking about the garden area. He will get into an argument with a woman after she chides him for smoking.

Omar

Sheikh Omar Al-Ghazali.

Sheikh Omar Al-Ghazali is a sheikh, and the owner of Burj Al-Ghazali (having gotten construction loans from other members of his family). As the mission begins he is giving a speech in the atrium to the assembled guests. During the mission he strolls around the building talking to guests, accompanied by his bodyguards. Under certain conditions he may proceed upstairs and go to sleep in the guest penthouse. If he were to see Marcus Stuyvesant, he will wave and go talk to Marcus about meeting with his daughter despite all the things that have happened, thus giving him a warning. Another member of his extended family, Sheikh Salman Al-Ghazali, made cameo appearances in The Showstopper and The Finish Line.

Dubai Lucy

Lucy Phillips is the designer of the Accumulus art installation on display at the Burj Al-Ghazali. Backed by the Stuyvesants' Art Foundation, Phillips speaks highly of Marcus and his daughter and can be found in the Black Gold Bar pestering Cornelia. Lucy is afraid of running into art critic Richard Voltaire, who is attending the event, so she neglects her art display and loiters in the private bar unless the player contrives some means of luring her away. Removing Phillips from the area is a requirement to reuniting the father and daughter.

Hans Lucht

Hans Lucht is a freelance journalist who won Pulitzer Prize. Lucht was targeted by Ingram, who hired Zana Kazem to get rid of him. As the mission begins he is prowling around the public atrium attempting to elicit information from staff members. He is willing to use bribery if necessary, though he is unable to find willing recipients. While imitating the assassin Kazem, Ingram will initially task the player with eliminating Lucht and require the player to take a photograph of the body. (It is not necessary to actually kill Lucht to satisfy Ingram; merely pacifying him will suffice.) Doing so will allow the player a second meeting with Ingram, this one in the penthouse where he will discuss a much more important target that he wants eliminated.

Dubai Sebastian

Sebastian Sato is a fashion designer, who also appears in The Showstopper in the first game. He spends most of his time on the balcony bar.

Richard Voltaire

Richard Voltaire is one of the guests in the balcony bar of the Burj Al-Ghazali. He is a world-renowned art critic and is there to inspect Lucy Philips' cubical art installation in the nearby corridors. Lucy is terrified of him because of his famously scathing reviews, so she is hiding from him with Cornelia Stuyvesant in the private bar area, annoying Cornelia to no end. Omar Al-Ghazali also feels apprehensive about Voltaire and his harsh reviews, and in conversations with him, Al-Ghazali tauntingly brings up Voltaire's past as a punk rock magazine writer who worked under a different name.

Cindy Burns is the Head Staff Supervisor that is tasked to give the briefings on everything about the inauguration's guidelines and flow, as she discusses things and located inside the briefing room.

Dubai Karthek

Karthek Kulkrani.

Karthek Kulkrani is the new bodyguard hired by Marcus Stuyvesant. He previously worked for Dawood Rangan, and has some military experience as well. As the mission begins, he is searching for his uniform, which has been lost by the laundry department. As a result of this mishap he is late for his job interview and is understandably upset. By obtaining Kulkrani's background file and an appropriate uniform the player can successfully impersonate him, giving the player an opportunity to meet with Stuyvesant. if he sees 47 disguised as a guard, he will attempt to persuade 47 to give him his uniform, to which 47 will decline with "sorry, still on duty".

Tommy

Tommy Maverick is the helicopter pilot. He spends the mission tending to his helicopter on the helipad; however, he has lost his helicopter key, and will be unable to fly the targets to safety should an evacuation be triggered, forcing them to use the alternate emergency method of fleeing the skyscraper using their parachutes. His key is located on a catwalk below the helipad; retrieving it allows the player to commandeer the helicopter as an exit method.

Susanna Gorusch

Susanna Gorusch is the Head Art Crew that is in-charge of the Accumulus art exhibition during the inauguration ceremony. She can first be found standing behind Lucy Phillips at the Black Gold bar while talking to Cornelia Stuyvesant. During their conversation, Susanna interrupts that Lucy is needed right now at the inauguration to attend various technical errors.

Kelly To

Kelly To is Omar Al-Ghazali's assistant. After 47 is disguised as Zana Kazem, he can talk to her to take him to Carl Ingram. She can be recognized by wearing a golden long cardigan, white turtleneck, with sky blue slacks, and white stilettos. She help arrange all the VIP meetings that are scheduled within the inauguration of the building. In the mission On Top of the World, she makes an important appearance in front of the atrium garden, in order to see and lookout for potential assassins. She somehow knows that Carl Ingram and Marcus Stuyvesant are at great risk, especially when Alexa Carlisle has escaped Dubai via helicopter, and with how Lucas Grey has disabled all the elevator doors.

Mariam Amir is the Maintenance Staff who has knowledge about where the secret Explosive Golf Ball is. She is the person behind who was able to hide an explosive golf ball beside the red toolbox. Her toolbox is located inside the maintenance room with the penthouse terrace ladder shortcut.

Roberto Franculitta is the famous chef cooking for Carl Ingram. He is a perfectionist dedicated to his craft who refuses to compromise in the preparation of perfect meals even if it means his client temporarily going hungry. He regards other members of the staff who encourage him to cut corners as uncultured slobs.

Mukarram Soltani is the current personal bodyguard of Marcus Stuyvesant. He will be following Marcus around throughout the entire mission until a replacement guards of his has already been recruited.

Dera Stephanie Conner is an Architect and one of the VIP Guests of Sheikh Omar Al-Ghazali, that can be found at the grounds of the Black Gold Bar area inside the building. She is optimistic with how she tries to remember the educational experience with working as the Sheikh, being an engineer. In her conversation with him, she has revealed that became one of the Sheikh's co-workers, as the Sheikh recalls the infrastructure job they were able to do at Shanghai.

Gregory Carlisle is a member of the Carlisle family. He is Alexa's eldest son. He is completely unfazed by the incredible events that have transpired on the Carlisle estate recently; if anything, he actually finds them entertaining, a welcome relief from the boredom he has come to expect around the family home. During the investigation, Gregory claimed that he and Edward were at a pub at the time of Zachary's death, to escape Emma and Rebecca.

England Emma

Emma Carlisle is a member of the Carlisle family. She is Gregory's wife and Alexa's daughter-in-law. According to mansion staff, Emma is demanding and frequently boasts about the changes she would make to the manor if she were to inherit it. Emma is found pacing around in the living room of the manor, occasionally talking to Gregory about her concerns.

She will often stand near the windows, where she looks at a portrait of Montgomery. If interrogated as the private investigator, Emma will state that she had a headache and went to bed early after dinner. This turns out to be a lie - If Rosie is questioned in the kitchen, she will state seeing Emma exit the greenhouse that night. A letter hidden near Emma's bed reveals that she is actually the illegitimate daughter of Montgomery Carlisle, and only married Gregory (who is actually her cousin) to regain access to the Carlisle family fortune. She staged Zachary's death to further her control of the Carlisle estate, and was planning to kill Alexa next, something the player can facilitate. If the chemistry set in the greenhouse is fixed, Emma will lethally poison one of Alexa's drinks.

Phineas Whitmer will make note of Emma's resemblance to Montgomery, her unusual attachment to the manor, and how her informal shoes don't fit with the rest of her outfit. If the player (disguised as the private investigator Phineas Whitmer) reveals to Alexa that Emma murdered Zachary and then asks Arthur Edwards' case file as a reward, she will recognize 47's identity as an assassin and will then attempt to hire him to kill Emma, but 47 declines with a no-response. Emma drops a Greenhouse Key and a Poisonous Flower (Emetic) if pacified or killed.

Patrick Carlisle INTEL CARD

Patrick Carlisle is a member of the Carlisle family. He is Alexa's grandson, via Gregory and Emma Carlisle. He finds himself extremely bored at his family's Dartmoor estate, preferring the city nightlife around his primary residence in London. On the night of his great uncle Zachary's death, he was outside the residence on a date with a member of the estate's staff named Rosie. Though Rosie seems genuinely smitten with Patrick, he wanted their relationship to remain casual and she is crying about it to fellow staff members in the kitchen (her coworkers find it unethical of Patrick to flirt with his family's staff because of the power imbalance). The very next morning, he is already flirting with another staff member named Elaine, but Elaine isn't nearly as receptive to Patrick's advances.

When 47 is disguised as the detective and talks to him, Patrick jokes "Thank god daddy chose looks and brains over pedigree when he married mummy. I don't have to worry about the inbreeding so customary in these circles". However, a thorough investigation reveals that Emma is actually the illegitimate daughter of Montgomery Carlisle, and married her husband (and cousin, unbeknownst to him) Gregory to regain access to the Carlisle fortune. Thus, Patrick is actually inbred.

Edward Carlisle INTEL CARD

Edward Carlisle is a member of the Carlisle family. He is the second son of Alexa and younger brother of Gregory and Rebecca. He is a college professor with a remarkable talent for playing piano - however, he has deep-seated self esteem issues from Alexa's strict and aloof parenting style. Over the course of planning Alexa's fake funeral, he left several messages for his ex-wife Cassandra Cox despite her having filed a restraining order against him for his extremely clingy and desperate behavior. Edward is rather meek and sensitive, and cannot endure talking about troubling subjects for very long.

Rebecca Carlisle INTEL CARD

Rebecca Carlisle is the daughter of Alexa Carlisle, and the sister of Gregory and Edward. She works as a publishing executive, and her alibi for not having killed Zachary is that she was on a work-related online conference call with colleagues in New York. She is the only one of her siblings that Alexa trusted with access to the case file on Arthur Edwards (she has one of two tokens granting her access to the safe deposit box at Milton-Fitzpatrick, alongside the family butler Mr. Fernsby). 47 can overhear two guards outside of the manor talking about the relentless questions Rebecca is asking about the faking of Alexa's death, and she repeatedly asks a guard where he's been with Alexa and the rest of her security team. After triggering the family meeting, Rebecca follows Alexa to the library and demands to know what is going on. After receiving yet another vague and dodgy response from Alexa, she returns to her route.

Zachary

Zachary Carlisle was a member of the Carlisle family. He is the younger brother of Montgomery and Alexa. Following his older brother Montgomery's death in the 1970s (which he helped Alexa execute to further her position in the family fortune), he had a mental breakdown and spent some time in a mental institution.

He later gave up a thriving career to live an extremely reclusive life in the Carlisle family estate, only concerning himself with botany. Shortly after Alexa faked her death, Zachary was found dead in his bed with a suicide note in his room. However, a thorough investigation reveals that Emma Carlisle poisoned him to further her control of the Carlisle estate, and that Emma planned to poison Alexa next.

Montgomery Carlisle

Montgomery Carlisle was a member of the Carlisle family. He was Alexa and Zachary's older brother, and died in 1974 when he fell from a balcony of the family's estate. A half-burnt diary in Mr. Fernsby's office fireplace reveals that Alexa and Zachary pushed him off the balcony so that Alexa could become the new head of the family, and the guilt and shame of the incident is what led to Zachary's mental breakdown. However, a letter in a secret room of the mansion reveals that Montgomery was preparing to willingly hand power over to Alexa, making his murder unnecessary. If 47 reveals this to Alexa and falsely convinces her that Zachary indeed committed suicide after learning about this, it is enough to make Alexa herself commit suicide by leaning off her office balcony.

Leonard

Leonard Parsons is the Carlisle family undertaker for the funeral. He deeply resents being forced to perform a fraudulent funeral for Mrs. Carlisle. His disguise can be worn, which will allow the player to call Alexa to the graveyard, once the player has also gotten rid of the nearby crows. He is an important key character in the mission story "Her Final Resting Place". He flew all the way from Edinburgh to be in charged to fix all the arrangements for Madam's sham funeral that will take place on a Saturday noon. He drops the Car key for the Hearse, which can be used to exit the mission. Another car key can be found on top of a table near the library's facade and the van itself.

Fernsby

Mr. Fernsby is the butler for the Carlisle family. He has been the family's loyal butler for decades, and helped Alexa and Zachary to cover up the murder of their older brother Montgomery in the 1970s. A half-burnt diary detailing this can be found in the fireplace of Mr. Fernsby's office. 47 can frame him as Zachary's killer as the private detective - if he does so, Alexa will believe that he did it to protect her family's legacy and forgive him.

In a conversation with Phineas Whitmer, Whitmer will note the smell of burnt leather, causing Fernsby to briefly lose his composure. In addition, Rebecca will also state seeing Fernsby leaving Zachary's room in her alibi.

Phineas

Phineas Whitmer is the private investigator who was hired by Alexa to investigate Zachary's death. He will spend his time on the map roaming around the mansion and its grounds searching for clues. His outfit can be worn so 47 can conduct the investigation himself. While Whitmer does not investigate Zachary's room, he will get alibis from each suspect. He does not solve the murder mystery by himself, but is able to pick up on some vital clues, such as Emma's resemblance to Montgomery and her attachment to Thornbridge Manor. He also notes to Fernsby that he smells of burnt leather, causing the latter to briefly lose his composure. Dialogue from two partygoers in The Farewell suggest that Whitmer canonically solved the murder mystery by himself, although what conclusion he came to is left ambiguous.

Flynn

Flynn Sharp is the photographer hired by Alexa to take the Carlisle family photo. in the game can be seen talking to a maid sitting on a chair in front of the fountain. She will tell him that the fuse cell for the camera is missing. That is the reason why the photoshoot cannot start and is on hold, since there must be a fuse cell inside the box, in order for the camera to work. His outfit can be equipped to complete the mission story A Day to Remember and the "One for the Ages" challenge.

Dartmoor Aron

Aron Ford Jr. is a junior partner from the Morgan, Yates & Kohn law firm. He can be first seen working in Thornbridge Manor during Death in the Family. Don Archibald Yates sends him to England to send Alexa Carlisle a junior attorney for all of her assets. He was also sent to inform her about how much the Constant has taken a lot from her, including the entire manor.

Dante Woods is the bodyguard, located at the patio outside the Trophy Room, that knows about the two Bank Tokens for the Case File are.

Rosie Jones

Rosie Jones is Patrick Carlisle's one-time fling, and one of the maids that works for Alexa Carlisle at the manor. Rosie can be found upset and crying as soon as 47 gets into her proximity. She can be seen talking to another maid at the manor's Staff Room.

Voyeurists

The Voyeurists are the two flirting employees that can be found in the second floor of the manor. They will flee and go back to do their respective tasks, if the player goes near their proximity. They make their second appearances at The Dartmoor Garden Show.

Elaine Sutton

Elaine Sutton is a maid working at Thornbridge Manor. She is found sweeping in the library where she is continuously hit on by Patrick Carlisle, asking if she likes dancing and food and offering to take her to his place in London, but she ignores his advances. Mr. Fernsby also comes into the library from time to time to check on her and make sure she stays away from Patrick as he doesn't want another maid crying in the kitchen.

Apex Predator[]

Helfried Ziegler is a club raver who can first be seen outside Club Hölle looking for his bicycle and allergy pills. He is also man outside the entrance claiming that he can get 47 into the club if you help him find his missing "medicine." The bag of pills is located in a basket on a green bike nearby. He can easily be located at the Club Hölle's main entrance, as he stands away from the crowd.

Rolf

Rolf Hirschmüller is the owner of Club Hölle, and secretly the leader of the Berlin chapter of the Ragnarok Disciples biker gang. Hirschmüller is an associate of Lucas Grey, and was waiting for Grey to show up as part of the plan to help him, Agent 47, and Olivia Hall "slip away" after the deaths of the Partners. His outfit can be worn, and he carries his phonebook with him; his outfit can be used to instigate a confrontation with Agent Montgomery. It is implied that Sawed Off Bartoli 12G is Hirschmüller's weapon of choice, as it can found under his desk should 47 flip it over.

Berlin Florida Man

Nicholas Velmorres.

Nicholas Velmorres, also known as "Florida Man", is the vendor of the coconut balls previously seen in The Finish Line in the second game. As Florida Man makes his second appearance at Club Hölle in Berlin, where the player can offer him drugs when disguised as the Drug Dealer. Instead of selling coconut balls, he is trying to sell drugs to partygoers, including bath salts and "sour hedgehog", alongside asking people to flog live tigers. He wears a similar outfit to the one he wore in The Finish Line, though he no longer wears an apron and his tights are blue rather than pink.

Michail Nenkov

Also known as Mishoo, is the drug dealer that can be found at the club's dance floor. He carries a small plastic bag of "Medicine Pills", filled with nondescript pills. Mishoo tends to stand in the corner, persuading NPCs if they need "gear" or substances that will keep them awake. 47 can solicit him for drugs, even if wearing a security uniform, after which Mishoo will lead the player to an isolated area where he can be subdued discretely. When equipping his outfit, only civilian NPCs are able to be lured out.

Brigitte Baumbach

Brigitte Baumbach is one of the partygoers that can be seen raving around Club Hölle's dance floor, and one of the flings to drug dealer, Michail Nenkov. At the side of the dance floor, she will approach the dealer and will eventually be asked if she wants to score a deal from him and something to keep her awake for the rest of the night.

Hugo Großer

Hugo Großer is the fast food delivery man. He is tasked with delivering the food to the biker gang, but is dithering due to fear, according to his overheard phone conversation. His outfit can be worn, and he carries the keys of his scooter, which can be used to unlock its storage box. He appears to be involved in drug distribution as well, since he refers to a dealer while talking on the phone.

ICA Earpiece

Jiao is a handler for the ICA assigned to a hit squad of agents who were sent to carry out a contract on Agent 47 and Olivia Hall. She only makes a voice appearance in Apex Predator, the third mission of HITMAN™ III. If all NPCs in Berlin are killed, Jiao will beg over the earpiece for anyone to pick up and tell her what has happened.

Karim and Udo

Karim Jirason and Udo Würtz are the two guards that can easily be spotted at the main entrance of the club. They are the two guards ensuring that only those who have secured a spot on the party's guest list and is first in line can enter the club's interior. The two guards will not frisk 47 anymore if he starts the mission at the club entrance since he already has his name on the guest list.

Gestur

Gestur is the naked dancer can be found raving on the club's balcony, near the stairwell. He can be instantly be eliminated by pushing him over the railing. He is marked as "Icelandig Party Guy" in Contracts Creator.

Magdalena Hauer

Magdalena Hauer is a Club Crew employee working at the front desk of the club's main entrance. She can be seen standing and working in front of her laptop. Once 47 enters the club, either entering the club alone or along with Helfried Ziegler, she will tell him to put the stickers on the phone, since what happens in Hölle stays in Hölle.

Mannfred Messman

Mannfred Messman is a bartender and an associate of Agent Montgomery. During the mission, Montgomery himself has bribed Manfred into keeping an eye out for 47, and as such, he is ethical with his job and will be on the look out for him, especially when he sees any suspicious behavior around the workplace. He is an enforcer of the Starting Suit, as he is bribed to keep an eye out for 47.

Julius De Koning

Julius De Koning is the head Disc Jockey that can be found mixing programming the music and operates the DJ booth of Club Hölle, accompanied by three more DJs around the club, named Arnaud De Lange, Egbert-Jan de Graaf and Diederik Van Der Heijeden. Like how Julius plays a DJ, he won't be able to trigger a climactic performance. A technician left him a note asking that all DJs who operate the mixer must consult one of them first, especially if they want to trigger the "Climax" light show, as it is very unstable and fatal.

Ursula and Niklaus

Light Tree Technicians[]

Ursula Holtz and Niklaus Fuchs are the two technicians that are assigned to keep the Light Tree functioning well, as well as being on the lookout for the tree's volt regulator to not be sabotaged and exceed in voltage. They will both discuss that if it is broken or overloaded, the light show rigged on the tree trunk may blow up when the DJ inside the booth triggers the climax.

Chen Ting is the guide in the underground ICA facility. She is hired as the facility's official tour guide, and is also assigned to organize private facility tours for VIPs and other special guests. She can be found standing in one of the tables inside the restaurant, talking to Angus Pritchard, one of the Board Members working for the ICA. Going near her proximity inside the restaurant will also trigger the Certainty Principle mission story. Chen Ting has a sharp and an authoritarian approach with everything that she says. For instance he will not let Mr. Pritchard join the facility tour without his P41 form, since he has left it inside his apartment.

Angus

Angus Pritchard is a board member within the ICA Mr. Pritchard is a well-known ICA board member who is due for a tour of the underground data center and a meeting with Imogen Royce. As per a message on his answering machine, he is really there to evaluate Hush and Royce's infighting. As a board member, Angus is able to see through 47's default disguise, aka, all of his suits. His outfit can be worn to gain access to the ICA facility. During the mission, he seems to be sort of grumpy since he has not yet eaten a proper meal, and has left the P41 form.

Mogwai is Hush's bodyguard, and stands out from the other staff due to his heavy build, pink blazer and distinctive haircut. As his personal protection, he will always follow Hush wherever he goes, equipped with a Hackl 9S. His outfit cannot also be equipped. He also appears in The Lee Hong Derivation escalation, as a reimagined version of Tzun. Whenever Hush dies in the game, he will permanently sit on the couch, in the small room where his deprivation chair is located.

Sister Lei is Hush's right hand researcher located in the Block. She is one of the researchers that are assigned to watch out for the test subjects that are being experimented in the excluded laboratory on the upper floors. she straightly follows Hush's orders without resisting. If Hush is killed when his brain ruptured, only she seems upset, though she continues as if nothing has happened moments later. She is also featured in one of the mission feats called "Lei Me to Sleep", which can be easily done by pacifying her head with a cowboy bust.

Junli

Junli Wang is the researcher operating the mind control device. She expresses concern for the experiments' impact on Hush's health, something that he ignores. As such, Junli will always abort the experiment before setting it to full power. If 47 pacifies her, Sister Lei will take her place, and gives the chance to kill Hush. On her desk, she has a manual detailing how to activate the Sensory Calibration Unit for Hush's therapy session.

Kirsten Petersen is a Researcher working for Hush in The Block that is currently assigned to examine various records of Fuo Luoyang, as well as the rest of Test subjects inside the Test Pods that are being operated in the Benchmark Lab. She can be found being on the watch with the functioning Test Pods, standing in front of the laboratory's rack servers. She will eventually panic if one or two of the Test Pods near her proximity has been sabotaged by 47. In case they are sabotaged, she will approach to manually reset it. She is also the only researcher in the entire building with a Westernized name.

While he is resetting one of the sabotaged test pods, he gets relieved as it has been already fixed. He is able to see through the Researcher outfit when the player equips it.

She can be found being experimented in Hush's Private Lab, sitting down at one of the two mnemonic chairs, and by default, she will not be able to overload his brain because of the weak signal waves she gives to his impulsive mind. If 47 shows up to Hush for the mnemonic experiment, she will be escorted downstairs to the Test pods area the 4th floor, and will be sitting on a wheelchair permanently.

Xiang Wei is the one of the three Perfect Test Subjects that appear in the game. He can be found inside the bathroom in Hush's Private Lab, having a hard time debating if he should still participate in the experiment or not. From time to time, Junli Wang will check upon him, and will affirm him about the experiment, however it still does not convince him to participate or so. Whenever he contemplates on doing it, he constantly thinks about his family and the money reward he reaps, however, he will still resist since he thinks that it does not feel right to do participate on the experiment. Xiang Wei has a QR code on his head that can be scanned by using a real cellphone. After scanning, a picture of the game developers that had an online meeting will be able to pop-up.

Fuo Luoyang

Fuo Luoyang is one of the Perfect Test Subjects that were used in one of the Test Pods in the Benchmark Lab, specifically in test pod 9H. He has been recruited by Hush to participate as a test subject experiment to gather and possibly wipe out almost all of his memories. He is one of the NPCs in the game that does not have a significant route since he only sits in one chair permanently. As he is being interviewed, he seems to act erratical and frazzled because of how he only remembers a little, after performing as a test subject. He wears a unique outfit, that he is the only mapped NPC that wears a distinctive orange patient outfit. Other NPCs inside the test pods are not considered, as they are not marked in the game. His nose can be visibly seen bleeding, and this is probably due to the experiment's impact on him.

Alicia Reynolds is an ICA data facility safety engineer. She is known to be bright and very passionate about her job, with high working ethics and consistent with her work procedures. As part of Imogen Royce's behavioral analysis program, it's predicted that if Alicia Reynolds gets fired in the facility, there is a 98.1% change that she will enter the core room and eventually, disable the safety mechanism of the ICA Data Core before she leaves. She is one of the people behind that have installed a safety mechanism in the core, which works as a fail-safe for the core cleansing procedure. It is built there to make sure that no one is inside the core as the cleansing starts.

Sharon Reed is a core maintenance engineer in the the ICA data facility. She's known to be a dutiful and trusted employee. As part of Imogen Royce's behavioral analysis program, it's predicted that if Reed were fired, there is a 97.8% change that she will finish her most critical task before leaving the facility. She will press the core maintenance button within 11 seconds. While disguised as Mr. Pritchard, Agent 47 can choose to fire Reed or not. If she is fired, Sharon will change into a dumpling cook outfit and head to the disco bar.

A "mommy's boy" in private, Royce predicts with 99.4% certainty that if fired, he will leave his post at the core room door to call his mother and then go look for his friend, Royce's bodyguard. While disguised as Mr. Pritchard, Agent 47 can choose to fire Bolt or not. When he is fired, he will call his mother about his firing and then talk to his friend. If Bolt is unable to meet his friend, he will commit suicide by throwing himself off a railing.

Vincent Knowles is one of the Facility Guards working inside the ICA Headquarters, as well as he is Imogen Royce's Personal Bodyguard that will follow her throughout the game. Vincent will wait at the Analysis Area as Jeremy gets fired, and will first instigate to him, stating that he knows that he got fired. Vincent is requested by him if he can still hangout and go to different places even if they will part ways, however, Vincent himself is conflicted with what he says. After their conversation, he will go back to escort and follow Imogen around. He has an eye of all the facility guard disguises.

Analyst Xiao Ming is the Head Facility Analyst of the ICA Headquarters in Chongqing. He stands out in the Entire ICA Facility for being the only male Facility Analyst that looks unique and his face not being reused. During the mission. As the head of the Facility Analyst department, he, together with Imogen Royce, will see through Agent 47's Facility Analyst disguise when equipped. He is featured in one of the mission feats called "Going Postal", which can be easily done by pacifying his head with his special delivery package. The package box can be located in front of the security office located at Level-1, specifically near where the two dumpling cooks are.

Eduardo Leverette is one of the Facility analysts that works for Imogen Royce, and he is the one that is in-charge of the scan room, and in examining all of the ID Analyses of the employees that work inside the facility. When going inside the Vetting office, Eduardo will be explaining to one of the Facility Security about how the full-body thermal scan works. Despite him being in-charge of the full-body scan, he will not be suspicious of seeing and observing unusual while someone inside is being scanned.

She is also one of the three dumpling cook NPCs in the entire gameplay that has a special route going inside the facility itself.

He has an empty plate that is laid on the kitchen counter, which 47, disguised as one of the Dumpling Cooks, can prepare. By default, Ai Jin will not be preparing his dish, unless 47 himself interferes. He himself can also prepare food if 47 presses the service bell beside the plate.

Donnie Demiraca

Donnie Demiraca is the Dumpling Cook that can be found at the back of the Wet Cat Laundromat's stairs. He can be seen murmuring random numbers, as he is able to forget which 4-digit code is used to open the secret entrances of the ICA Facility. Going near him at the back of the laundromat will activate his route on his way to the facility. He will start to go upstairs to the laundromat itself and will exit going to the main square of the town, and will proceed to the facility, via the restaurant's back entrance. He is one of the very few Dumpling Cooks in the game with a special route programmed in the gameplay, as he will be going down to the ICA Headquarters, if his route is activated.

Corvo Black is Yates' personal fixer from New York. A former Narcotics cop, Black was fired for corruption and misconduct. He turned private investigator and eventually wound up on the payroll of Morgan, Yates & Kohn as an "investigative consultant." Black handles Yates' dirty business, be it evidence tampering, witness intimidation, burglary or murder. He is a fickle and stone-cold thug who is always looking for an edge. He is a stereotypical "Type A" personality: ruthless, high-strung, domineering and rude to subordinates. Yates arranged for him to accompany Diana Burnwood and Tamara Vidal on their private tour of the Viñedo Yates facilities. He is able to see through 47's starting suit, presumably because he is on the lookout for security threats among the guests. Despite this, it is not clear that Black believes 47 to be a real person; while talking to Yates about possibly eliminating Diana and framing 47, he refers to 47 as an urban legend. His outfit (an ostentatious combination of tuxedo with pocket square, bright white dress sneakers and a flat cap turned backwards) can be worn, which will allow the player to follow the mission story The Tour. Alternately, he can be approached in a staff uniform and prompted to begin the tour on his own, if the player chooses to follow that route. Black is first mentioned in "Club 27" in HITMAN™, where Ken Morgan tells a client of his to seek Black's help in covering up a hit-and-run accident. Due to his flat cap, distinct mustache and same surname, he is thought to be related to Craig Black.

Gabriel Vargas is the chief winemaker of Don Archibald Yates' winery. His outfit can be worn. Vargas is utterly dedicated to his work, and despite being ordered by Yates to give a private facility tour to Diana, Vidal and Corvo Black, Vargas refuses to leave the fields until he has determined that the grapes are ready for harvesting. Disguised as a winery worker, 47 can give him enough grapes, after which Vargas will lead the tour, with Barrel Room as the final destination. Alternatively, the player can wear his outfit and conduct the tour himself.

Valentina Morales Yates is the wife of Don Archibald Yates, as well as co-owner of Viñedo Yates. Valentina was the Argentinian ambassador to Norway, then Israel, and lastly China but a conflict of interest with the Semaphore Phone Company and her husband's law firm hampered a deal she had with the Chinese government for a lucrative trade agreement. Her career and reputation were subsequently ruined when her own husband, unbeknownst to her, secretly exposed the data leak to GNN news. This information can be revealed to Valentina during the mission, causing her to push her husband off the balcony to his death, after which she will call Milton-Fitzpatrick CEO, Alexander Fanin, to ask for $10 million in cash from the bank's Buenos Aires branch. She will then walk to the mission entrance and sit down on a bench, presumably waiting for a ride out of the estate.

Juan Cortazar, simply called as Cortazar, is the Head of Security at Viñedo Yates. He is a former CICADA captain whom Yates has previously hired for his security detail when Lucas Grey and his militia began his guerrilla war on the Providence operatives. During the meeting, he follows Don Yates as he coldheartedly kills Tamara Vidal in front of the Heralds without hesitation. He also knocks Diana to the ground with his pistol, eventually escorting her to Don Yates's bedroom. According to his service file, Juan Cortazar is a loyal, disciplined, and a self-serving mercenary. He is a type of person that follows orders without conscience and never questions them no matter what. In the mission The Farewell, he can be seen as the head of the mercenary force. His uniform is distinct from the rest of the mercenaries, with jodhpur slacks that are tucked inside his tall boots. He is just inside the winemaking facility on the upper floor, speaking to Corvo Black as the mission begins.

Surprisingly, it's still considered illegal for the player to be visibly armed when equipping his outfit, although Cortazar himself will equip his pistol when there is a security incident in his presence.

Tango Musicians

The Tango Musicians are the ones responsible for playing the Tango soundtrack in the venue's dance floor. In the party, they consist of Igone Ramirez, Franco Blanco, and Fabricio Giordano. The musicians do not tend to have specific routes throughout the game. Igone is the musician playing the piano, then Fabricio is the musician that plays the violin, and while Franco is the musician that plays the cello. After they play, they will be taking a break for an intermission, where Igone's glass of red wine can be poisoned. By poisoning his glass, his disguise can be possibly equipped, and no one has eyes on the outfit while wearing it.

Aron Ford Jr. is a junior partner from the Morgan, Yates & Kohn law firm. He is first seen working in Thornbridge Manor during Death in the Family. He later appears in The Farewell after being tasked by Yates to find information on Diana Burnwood. He is apparently something of a bird-watcher, and will stop to look at rare birds that he comes across in the col-de-sac outside Yates' Winery. His outfit can be worn and can be used to provide access to the main house and a kill opportunity.

Pablo Llosa and Miguel Llosa are famous chefs. They are found at the asado pit, where Miguel chastises Pablo for having lost the torch for lighting the pit. Pablo will head to the villa's entrance to retrieve another torch. Pablo is easily distracted and a sucker for the attention of fans. While retrieving the torch, Pablo will encounter two waitresses who are fans of his and ask him to talk about his experiences. These include cooking for Esteban Montoya until the Delgado Drug Cartel assassin Curare infiltrated the party, cooking blindfolded at an Ark Society gathering, traveling with Blake Nathaniel, and having Craig Black, Jordan Cross and Viktor Novikov star on their show. Once finished, Pablo will take a torch and light the asado pit. Miguel is erroneously called Mario Llosa in Contracts Mode.

The Heralds are Providence couriers who primarily take orders through Arthur Edwards and deliver them to regular Providence operatives. They are a small group of field handlers, usually recruited among analysts, corporate mediators, lobbyists, and political advisers. They are first encountered during the Old habits cutscene, A small group of heralds are invited to witness Don Archibald Yates in becoming the third constant of Providence. During the mission, the Heralds are scattered across Mendoza, particularly in pairs. Mikhail Kadir and Geraldine Quill can be found near the Asado Pit. Wang YinYuan and Richard Jones can be found talking on the stairs near the Dance Floor. Lastly, while Alexandra Stavroula and Hira Amala can be found talking on the stairs near the QR code of the winery.

The Sniper Team, which consist of Luciano Davide and Pablo Farias, are the two mercenaries that are on the Silo's topmost viewpoint, with a Sieger 300 Tactical, in front of the both of them. They both are trying to look for a kill order that Don Archibald Yates has commanded to them. They both drop a Sieger AR552 Tactical as their signature weapons, as well as the sniper rifle being placed on a stand. The Sniper Team can also be tricked by eliminating Tamara Vidal via acquiring an earpiece and commanding them as a Gaucho.

In HITMAN™, Kadir (referred to as Mikhail) is first mentioned during Situs Inversus via a phone call by Yuki Yamazaki in which she asks him to investigate fellow Herald Hajun's death in Johannesburg as well as the machinations surrounding Erich Soders and the ICA Board. He is also referred to by Arthur Edwards using both parts of his name in HITMAN™ 2's The Ark Society mission, in which Kadir relays information regarding both the ICA's false implication of Janus as the leader of the Private Militia as well as the whereabouts of ex-militia member Orson Mills in Belgium.

If the winery pumps are sabotaged, Flowers will increase security around the bottle room. His disguise can be worn to deliver the 1945 Grand Paladin and trigger the meeting.

He can be approached by 47, as he will be giving a brief description of the entire winery, and the different locations around the compound. Leandro will be standing in the reception, and as 47 approaches him, he will be welcoming him to the winery. The first thing he presents is the visitor center, where they are right now. The next thing he will show 47 is the tasting room on the right, with the lovely selection of wines. He will also say that the dining and patios are upstairs, and that the fermentation atrium is below, however, it is off-limits only to staff. He will also be entertaining Tamara Vidal, as she is welcomed in the reception and how she inquires about the tour. While he is talking to Tamara Vidal about the upcoming Providence tour, he will be currently busy to talk to.

She first met Diana at the Partners' virtual conference room, dubbed the "black pyramid". Her name in Contracts mode is "Miranda Rutherford."

Tim Quinn, also known as Mr. Joy, is a former CEO of Quantum Leap and secret operative of Providence. He bought Quantum Leap as a startup from Jason Portman for around $1 billion. In the fallout from the ICA and Providence, Quinn was forced to step down. During the Iconoclast mission, he discusses to Joanne Bayswater that he wants to negotiate, however in a price that is not steep. He will return her business calling card and will contemplate with more time about negotiating with her.

She will talk about how the ICA Papers in the press was on the hot seat, especially with Agent 47 and Olivia Hall being the ones to whistleblow the agency globally.

Familiar with Erich Soders, Powell recalls an ICA Christmas party and recounts the time her own agent tried to impersonate 47 but ended up killing everybody but the target. Thinking the agency would want her dead, Powell retired to the Seychelles, after which she was surprised to hear her name mentioned in the data leak. Powell can be found talking with two women by the main entrance to the dining patio, and later, smoking near some cacti on the patio.

He is first mentioned by Ken Morgan during Club 27; Rheinhardt calls him from the WSF Semi-Finals in regards to a potential sports doping scandal. In Colorado, he is also mentioned by Penelope Graves while she's in the farmhouse during Freedom Fighters.

A guest off to the side of the dance floor near the event entrance (previously identified in Contracts Creator only as "a") talks about having been scouted by Providence during his last year of college, later to work at the law firm Morgan, Yates & Kohn, followed by Hamsun Oil and a stint as Secretary of State, in addition to Schaeffer-Moore. He had a hand in getting Richard Ekwensi elected, but still isn't aware of the reasoning behind it due to Providence's policy of extreme secrecy. Later, Pompeo too worked as an high ranking employee for an oilfield equipment company called Sentry International before starting his political career and eventually becoming the 70th Secretary of State.

When talking to her, she will first ask 47 if he likes to have an aperitif. She mentions that as the guests in the vineyard arrive, she states that it is like a Forbes 500 convention, due to how influential his guests are in the venue, especially when most of the guests are employees and clients of Don Yates from Morgan, Yates & Kohn.

Philip Gibson is one of the Office Staff that can be found working for Arthur Edwards and Providence inside The Mortar. He works at the backmost stall of the office cart in the Providence train. He will be taking phone calls inside his stall to different clients. In The Proloff Parable escalation, he is also called as "The Hacker", and he can be potentially killed by shooting the fusebox outside the train to summon and eliminate him to fulfill the kill condition.

He is tasked by Interpol to go undercover the tanker for pirates but is unfortunately caught by Sinhi Venthan and her crew and kept in prison along with Joyo Yani. If released, he will tip 47 a way to eliminate Sinhi Venthan before he escapes to the shore and swim.

Joyo Yani is a tanker captain and a prisoner of the pirates, held in the same cell as Carlton Smith. They have a bag over their head. If released, he will slowly move out of the cell and the hut he was held captive in. He will eventually get caught by a guard, who will inform Akka, who will then proceed to run into the hut and into the cell.

Sarah Kavanagh is a woman attending the party in the Elusive Target mission The Iconoclast. She is found drinking wine west of the asado pit. Joanne Bayswater will approach Kavanagh during her route. Kavanagh will joke about a problem she is having with a man, causing Bayswater to reveal she is an assassin and hand her her business card. Kavanagh will briefly head to near the balcony to smoke, telling herself that the man doesn't deserve to die. If Kavanagh encounters Bayswater again, she will reject the offer to assassinate the man. Kavanagh can be pacified to return the card to Bayswater, causing Bayswater to head to an isolated spot for a meeting. Her character model is not unique and is shared with another partygoer. However, she has the Civilian Female 08 voice, which is not used by any other character in Mendoza.

Marion Keene is an employee of Club Hölle. She happens to be the daughter of one of Terrence Chesterfield victims. After Terrence Chesterfield is hired for a safety inspection around Club Hölle, Keene informs a group of his previous victims about his visit, resulting in them placing a contract against him. Marion Keene is found guiding him around the club alongside her bodyguard Stanley. She is frustrated at Terry's incompetence, including his frequent trips to the Juice Bar, his tendency to sleep, and him accusing an injured man of not being responsible enough for the actions he has caused at the club's incident. She will express her disappointment to Stanley, who believes that he could be good at his job. The clients will offer a bonus if Marion makes it through the night unharmed and does not become collateral damage. Eliminating her will not make the player fail the level, but will void the Silent Assassin rating.

Michelle Pacheco and Phoebe "Pheebs" Morris are a recently engaged lesbian couple in the Elusive Target mission The Heartbreaker. They are planning to hold their wedding at Viñedo Yates. They are the first openly LGBT characters in the World of Assassination trilogy. The duo have hired Philo Newcombe to plan their wedding and they will follow him as he escorts to the dance floor, the cinema and vineyard, although he will temporarily leave them at the latter two locations to monologue to himself. He will show off the locations and describe what they could be used for an offer suggestions. While Michelle is receptive to his suggestions and more excited about their upcoming wedding, Phoebe is more uptight and critical of Newcombe's ideas. Newcombe is clearly enamoured with Michelle, often praising and complimenting her as they walk around, and even offering to tango with her (she declines due to her wearing heels). Conversely, Newcombe dislikes Phoebe for being rude and "classless" and plots to murder her. If either Michelle or Phoebe were to die in front of the other's eyes, the other would go sit on a bench and sob, devastated. Meanwhile, Newcombe would also mourn that his chances with Michelle have been dashed, either due to her death or because she'll never get over Phoebe. If 47 hands either Michelle or Phoebe the scrapbook of Newcombe's victims, they will make up an excuse (either a family emergency or their return flight) and leave him. After leaving Viñedo Yates, they will prepare to take a flight home and call the police and Michelle will reschedule their wedding at Phoebe's uncle's farm.

Charles Chuck Ogilvy is a famous Millionaire Art Collector, a VIP Guest at The Sceptre, and one of Allison Moretta's potential targets in her client's list. Chuck will always be sticking around Allison's tail, as he will follow her like a shadow throughout the entire gameplay. He will first be walking throughout the Black Gold bar, where he has a reserved table with Allison inside the VIP section of the bar. Chuck is portrayed as someone who is chill to be with. It can be seen that he does not want to be addressed as Mr., and prefers to be called with his name instead. He is treated like a special guest as he is toured throughout the entire building, however, he seems to be manipulated by Allison herself. He is not able to see through Allison's fraudulent schemes and sneaky movements. If Chuck is subdued or killed without her noticing, Allison will immediately deduce that her cover has been blown and attempt to leave via the atrium's elevators. Meanwhile, if he sees Allison away from his sight, he will be asking himself where she went, and will go down to the bar.

The Cocaine Dealer is Sully Bowden's personal supplier of his daily dose of drugs, that has flown all the way from Shanghai, just to meet him in Yuzhong District. She is the girl that is sitting on one of the benches in front of the Arcade room. Prior to sitting down on a bench, she will take a smoke as she stands up in one of the building's pillars. She will be reading a book as she is being approached by Sully. Once the Cocaine Dealer meets Sully Bowden, she will be asking him first if he needs more of the drugs she has provided to him. He will complain that the most recent cocaine she provided only had a weak effect on him. She will tell him that she only sells premium grade cocaine and will justify how he is used to very high stimulators, recommending him to quit. She will also state that she has left her money in the apartment and can possibly arrange a meeting in front of the Wet Cat Laundromat. Eventually after they meet, the Dealer will head back to her apartment. In her apartment, she will keep ranting inside how she shows her distaste to Sully. She will also eventually be drinking her water bottle on top of a table, which can be poisoned.
