The ICA Agents are the hit squad that was sent to eliminate Agent 47 and Olivia Hall, and are the targets in the Apex Predator mission in HITMAN™ III.

Background and History

The hit squad consists of twelve of the best agents who work for the International Contract Agency, led by their handler Jiao, and are minor antagonists in HITMAN™ III.

After the ICA discovered that Agent 47 and Diana Burnwood had betrayed them and defected to cooperate with Lucas Grey and Olivia Hall, they sent agents out to kill them. After Lucas Grey has committed suicide to avoid being caught by CICADA mercenaries sent by Arthur Edwards, Burnwood disappeared and they found Hall in Berlin.

Goals

Their main goals are to assassinate both Olivia Hall and Agent 47. Both goals were failed to be achieved in the end.

Germany

Twelve ICA agents, led by Agent Montgomery and supervised by Jiao, were sent to Berlin, Germany, specifically at Club Hölle, in order to find and assassinate Hall. However, she has managed to repel and kill one of the agents and has escaped, eventually.

Infiltrating Club Hölle

Searching the Compound to hunt the ICA Agents

"Olivia revealed the presence of the hostile ICA Agents. Search the compound, and try to find them. Watch out, they could be hiding in plain sight!"

When Agent 47 arrives to rescue Hall, the agents were also ordered to kill him. However, after 47 people kills 5 of them, Jiao ordered a retreat. On the other hand, 47 can kill the entire team, especially those who tried to retreat when five agents were killed.

Montgomery has also bailed two people to keep an eye out of 47: one is Mannfred Messman, a bartender, and the other one being Rolf Hirschmüller, the owner of the club.

Appearances

Most of the the ICA Agents are typically disguised by wearing various club employee outfits except for Agent Davenport, Agent Swan, and Agent Price. Agent Montgomery wears a unique outfit, as he stands as the club's Head of Security. Just like 47, the hired agents are also supposed to blend in certain surroundings by being disguised as people who work for Rolf Hirschmüller at the club.

Clean House

Clean House is an Targets challenge wherein all the ICA Agents during a single gameplay have to be eliminated.

Drive It Home

Drive It Home is an Assassination challenge wherein all the ICA Agents have to be eliminated as they evacuate the club's area.

The Lesley Celebration

In The Lesley Celebration, the ICA Agents still make their appearance, however they would not act as enforcers against 47 in the game, and will just wander around the club. They still keep the same dialogue to 47 when he is spotted doing an illegal action.

Target Lockdown

The agents are the only targets in the WoA trilogy without a Target Lockdown sequence in the game since they are the only armed targets in HITMAN™ III.

Trivia

• All the ICA Agents can see through all of Agent 47's disguises, except when equipping the outfit of Rolf Hirschmüller (Agent Tremaine is the only ICA Agent that can still see Agent 47's Rolf Hirschmüller's disguise, regardless of which difficulty level the player plays).
• Agents Davenport and Swan were previously mentioned by Mark Faba as agents who failed to kill him and in the "Overachievers" side story as the ICA's second best hitmen.
  • Coincidentally, they are also the two agents who are not disguised as employees that work in Club Hölle.
• They will not fight back as they evacuate at the club's back entrance, after at least 5 of them have been eliminated.
• This evacuation will cause Agent Banner to move around the map, since he just stays stationary in one spot only.
• Jiao and the agents (except for Agent Montgomery) are only known by their surnames.
• Agent Montgomery's first name is Robert.
  • It was revealed by Joanne Bayswater in The Iconoclast.
• Due to all of the agents' fates being player-determined in "Apex Predator", they do not appear in one of the hallucinations from the final story mission Untouchable where all of the main story targets that Agent 47 had been confirmed killed throughout the World of Assassination trilogy crowd the latter.
