
Jiaolong Wu (also known as The Dragon, Mandarin = 吳蛟龍) is an Elusive Target in HITMAN™ III. He is the leader of Concord Union, a criminal syndicate based in Hong Kong that recruits new members exclusively through its traditional tournament at the Himmapan Hotel in Bangkok.

Longtime Dragon Head of the Concord Union, Jiaolong Wu rules the syndicate from the shadows with absolute secrecy and discipline. He has led the organization for nearly three decades, shaping it around his devotion to loyalty and martial arts traditions. Wu is rumored to personally oversee recruitment at Concord's tournament in the Himmapan Hotel, and his leadership is regarded as essential to the organization's survival.
Jiaolong Wu roams the top floor of the Himmapan Hotel alongside his bodyguard, stopping in the rooftop garden to speak with a meditating female contestant seeking to join Concord, asking how long she has practiced martial arts. He then continues his walk into his suite, where he makes a phone call, before visiting a nearby room that holds a tied-up captive who has not yet regained consciousness. There, he intimidates his guard by warning that if the hostage does not wake soon, the guard's own life will be forfeit. Wu then leaves the room and repeats the cycle with his bodyguard at his side.
This routine is broken if Agent Lee wins Concord's recruitment tournament, prompting Wu to come down personally to offer his congratulations. However, upon discovering Lee's true identity as an infiltrator, Wu challenges him to a final fistfight to the death, one he ultimately loses, costing him his life.
