Kong Tuo-Kwang (also known as "The Contractor") is one of Agent 47's targets in the HITMAN™ bonus mission A House Built on Sand.

A visionary and shrewd businessman, Kong was among the first of his countrymen to see financial potential in Africa.
Kong grew up in the Kowloon Walled City, allegedly as a street orphan. But of his life prior to his sudden, unexpected rise to power during the 1980s stock market boom, very little is known.
Kong, a highly proficient investor, soon founded China Corp, an entrepreneurial company specializing in developing countries. In interviews, Kong likes to claim that his business model is born from a genuine wish to improve lives. But this is widely considered a convenient lie shielding the fact that Kong is a cut-throat capitalist who pursues profit at all cost and ranks power over philanthropy and goodwill.

Kong is known for his sarcastic demeanor. He is a demanding employer, frequently threatening and bullying his employees. He is ambitious and chauvinistic, and he views the city as a territory to be economically conquered.

- During a phone call in a private area of the cafe, he mentions that he could get the Hamilton-Lowe info thanks to Reza Zaydan. Since he doesn't mention Zaydan as dead, this suggests that A House Built on Sand takes place before A Gilded Cage.
- His shisha pipe in his personal suite at the club can be poisoned.
- Poisoning his shisha pipe on the rooftop can also potentially kill Matthieu as well.
- Someone identical to Kong appears in Grey's tornado shelter. This is most likely intended to be a different person, just with the same facial model.
