Lucy Phillips is the featured charity freelance designer, chosen by Sheikh Omar Al-Ghazali, of the Accumulus art installation that is currently on display at the Burj Al-Ghazali's inauguration ceremony in Dubai.
She is one of the three judges in The Dartmoor Garden Show, along with Cornelia Stuyvesant and Sebastian Sato.
Description[]
She wears a red bindi on her forehead, assuming that she is married by a guy whose surname is also Phillips. Her wearing a red bindi also symbolizes a Hinduist religious tradition that is being worn when it symbolizes marriage.
Background[]
Career-wise, she is a visualist, in a way she sees things bigger than a picture itself. Backed by the Stuyvesants' Art Foundation, she speaks highly of Marcus and his daughter and can be found in the Black Gold Bar pestering Cornelia.
Personality[]
Lucy is kinda afraid of running into art critic Richard Voltaire, who is going to be attending the event, so she neglects her art display and loiters in the private bar unless the player contrives some means of luring her away.

- Removing her from the area, like by poisoning her drink on the VIP Bar area is a requirement, in order for the opportunity into reuniting the father and daughter.
- She also makes an special appearance as one of the three judges in The Dartmoor Garden Show.
- Lucy is one of only seven targets in the World of Assassination trilogy to physically appear in more than one mission, along with Andrea Martinez, Janus, Arthur Edwards, Vicente Murillo and the other two judges and optional targets in the Dartmoor Garden Show (Sebastian Sato and Cornelia Stuyvesant).
